3. Survey of the project
Shanxi Lu¡¯an Coal-To-Liquids Demonstration (CTL) Plant is the national high-tech program (863 program), the follow-up to the grand program with intellectual innovation in China Academy of Sciences and the only CTL (by indirect liquefaction) demonstration plant determined by competitive bidding of national grade programs.
The key technology of the demonstration project is ¡°the aqueous desizing industrial technology of coal-to-liquids synthetic fuels¡± owning intellectual property right by Shanxi Coal and Chemistry Institute. After completion, it will be the first industrialization production line of CTL technology in China. The project has very important strategic significance to ensure the national energy security. It is a mark project for Shanxi province in regulating economic structure, developing coal-chemical industry and establishing new energy and industry base, meanwhile, it can speed up the economy development of Changzhi and bring about the development of related industries. It also plays an important role in promoting and demonstrating national CTL industry.
The output capacity of Shanxi Lu¡¯an CTL Plant is 0.16 million t/a. The project is the first production line of first phase project of 5.2 million t/a CTL demonstration base. It produces ultra-clean liquids fuels, such as diesel oil, naphtha, LPG and a little intermingle alcohol fuel. It is jointly invested by several famous domestic enterprises and held by Lu¡¯an Group.
3.1 Type and Affiliated Business of the Project
This project is a demonstration one for the industrialization of high-tech industry in the coal-chemical area; the national high-tech R&D Project (863 program), and the follow-up to the grand program with intellectual innovation in China Academy of Sciences; and is a key program in ¡°the Eleven-Five-Year Plan¡± in Shanxi.
3.2 Current Development of the Project
This project is the only CTL (by indirect liquefaction) demonstration plant determined by competitive bidding of national grade programs. It is approved by Shanxi Province Development and Reform Commission, and is ratified and put on file by State Development and Reform Commission. At present, the construction has fully started and the foundation ceremony has been held on 22nd February, 2006.
3.3 Technical Superiority
3.3.1 Technical Line
¡î Gasification technology: It adopts mature coal gasification technology.
¡î Synthesis technology: It adopts F-T synthesis technology of The Academy of Sciences of China owning intellectual property right, and employs iron base aqueous desizing reactor.
¡î Refining technology: It adopts oil products refining technology developed by China Academy of Sciences, SINOPEC and China National Petroleum Corporation.
¡î Related Technology: CO2 discharge-reducing technology, CH4 utilizing technology, IGCC power generation technology, sewage recycling technology and ash residue comprehensively utilization technology.
3.3.2 Innovation points
¡î Shanxi Lu¡¯an CTL Demonstration Plant adopts the technology owning intellectual property right, desizing reactor, F-T synthetic catalyst, oil processor and system integration which are developed originally by scientists in our country and have obtained more than 40 invention patents, covering all the key technology of indirect coal liquefaction.
¡îShanxi Lu¡¯an Coal-To-Liquids Demonstration (CTL) Plant is the national high-tech program (863 program), the follow-up to the grand program owning intellectual property right in China Academy of Sciences. In 2005, the technology passed the technical appraisal by the Ministry of Science and Technology of People¡¯s Republic of China and China Academy of Sciences. It is agreed by the experts that the technology has complete own intellectual property right and matches the criteria of industrial construction. ¡î CTL can transform high sulfur coal into fuel oil. Its industrialization can solve the problem of ¡°to replace one kind of scarce resource with another¡±. The high sulfur coal discarded in Changzhi is 12 billion tons, which can be used to produce CTL products; therefore the workable reserves increases can be doubled. A new means of cleanly processing high sulfur coal is explored.
¡î The CTL project will build a demonstration base of many industries developing simultaneously and synthetically. It will integrate coal mine, preparation plant, gangue power plant and CTL demonstration plant, reduce resources input and consumption and maximize the resources and energy efficiency.
¡î Lu¡¯an CTL Demonstration Plant is an ecological-industrial park, in which the material and energy flow form a closed chain and the circular utilization and zero discharge of wastes can be realized. The eco-industrial park has essential environmental differences from factories of open system.
¡î The CTL products of Lu¡¯an are the cleanest liquids fuel, which can be put in current automobiles without any treatment. It can save oil by 30% to 40% compared to common oil and the tail gas discharge standard exceeds Euro-IV.
4. The Mode of Cooperation
The project will be operated according to the mode of modern business management and strictly under each rule of Corporation Law. A new company with independent accountable system will be registered. Any partner with investment intent is welcome to Lu¡¯an. We can negotiate to invest together for establishing the first Coal to Liquids (CTL) Plant of China and the CTL industry base with annual production of 5.2 million tons in the future in order to achieve a long cooperation and shared development.

After scientific argumentation, the plant is to be built in Changzhi, Shanxi province, China.

CTL can transform sulfur coal into fuel oil, which can replace the imported oil. It will double the workable reserves of coal and find a new way to process the sulfur coal cleanly.
